when it is observed that whereas the HEC, which has been making losses year after year, has rushed into a new wage agreement none of the other central government public sector enterprises has done so, though in a large number of them the existing wage agreements have expired and workers have been agitating for wage revisions which have become overdue. The manner in which this already delicate situation has been aggravated by the government announcing handsome interim relief for officers and executives of public enterprises is the other recent example of the government's indifference towards such a vital matter as the state of industrial relations in the public sector.
