Discussion Improved Chulha

DURING the five months since EPW published my article on DNES's Improved Chulha Programme (September 20-27, 1986), 1 have had a good taste of what attempting to generate an open discussion on the shortcomings of a government prof-gramme can be like! Quite clearly, un-intentionally, 1 closed my doors of access to undoctored 'official' information on the status of the chulha programme. That I have become a persona non-grata for the bureaucracy is evident from the tenor of R P Upadhyay' response to my article (EPW, January 17, 1987) despite his being self-contradictory in giving me the honour of being a person of some 'standing'.
