the Bank's net borrowing from the market declined during the year by almost 20 per cent. And why did the Bank borrow so much less than last year? Again, the Report provides no direct answer. It only speaks of the need for a capital increase in 1987 so as to ensure that the Bank "can fully meet the needs of its members". There is also a reference to the April 1986 communique of the Development Committee "that the Bank should not be constrained by a lack of capita! or borrowing authority in meeting future demands by its borrowing member countries".
