THE Annual Report of the Reserve Bank of India should ordinarily serve as a sort of official mid-year review of the economy following upon the Finance Ministery's Economic Survey which is issued in February just before the Union Budget. The Bank's Report for 1985-86, released this week, does not, unfor-tunately, come anywhere near performing this role, even after making allowance for all the glossing over which is to be expected in an official document.
