Human Rights in India, as Others See It A G Noorani IT may be galling to our pride that the Norwegian government should keep vigil on the state of human rights in India and pronounce its verdict on the conduct of our government. But then over the years the US state department has published annually country reports on the observance of human rights in other countries including our own and we have never objected. Reason? It is a statutory obligation imposed by US Congress on the administration to submit such reports in respect of countries receiving US aid. The Netherlands also publishes such reports but they are prepared by officials. Like Norway, its aid is also linked to human rights.
