The shift has come about in spite of the fact vasectomies are far less risky, lobectomies put women at greater risk which is compounded by their low health status. But heath personnel have always found that men are unwilling to agree to sterilisation. And so, instead of persuading people to accept the less risky approach, policy planners have merely shifted their focus to women as the target population. Kesarbai's death brings this aspect of the family planning programme into sharp focus.
