The Prime Minister's secretariat appears to be taking a direct interest in the new policy. It had instructed DOEn in April to prepare and publish guidelines for locating industries and to organise public debates 'involving the industry, environmental groups and scientists'. Until now the department does not appear to have made any headway in that direction. Unless the public's and the workers' involvement and participation in issues concerning the management of hazardous substances is accorded a high priority in the proposed new policy, one cannot see any major changes in the government's attitude towards environmental issues in the near future.
