AROUND the beginning of this month, if some newspaper reports are to be believed, the Prime Minister asked his cabinet colleagues in charge of the economic ministries to prepare "blueprints for some major policy pronouncements" which he could incorporate in his then projected broadcast to the nation. The broadcast was duly made, but did not contain any specific policy pronouncements on economic matters. Subsequently, this week, the President delivered his customary address to the first session of the eighth Parliament. The President's address is traditionally supposed to set out the government's policies, but in this instance, in respect of economic matters, all it had to offer was a general statement that the government would formulate and announce a new policy for the textile industry.
