Increasingly official policy takes it as axiomatic almost that only a small segment of the Indian population can be involved in consumption (though the vast majority may be engaged in production). Far from doing anything to correct the imbalance, government takes such imbalance as a necessary aspect of the developing class relations which alone, it is assumed, will modernise the economy and propel the country into the twenty-first century. The task of the government is seen as being to push things along on these lines as rapidly as it can.
