 and the pliant nature of the teachers. The universities in the state, especially after Independence, have no history of struggles to uphold democratic values and autonomy. Even the so-called 'autonomy struggle' in Osmania University under D S Reddy during the regime of K Brahmananda Reddy in the sixties was in effect meant for the autonomy of the Vice-Chancellor rather than the university as such. D S Reddy and those who followed him, barring one, were more interested in their own autonomy than in extending democratic values at all levels of the administration. In the name of autonomy, autocracy was practised in the Osmania University during the Emergency. The teaching community was no better. When a number of student political activists were arrested, detained and in some cases even murdered in so-called 'encounters' by the state, there had been no protest of any BANGLADESH kind by the academic community. When a number of teachers were detained under MISA and kept in jails for long periods of time, there was again no protest. Even in the present case, barring some press statements condemning the Ordinance there has been no active protest from the teaching community. In fact some teachers have already become accomplices in this government- sponsored arrangements. The government has nominated nine 'educationists' to the Syndicates of the Osmania, Andhra and S V Universities under the Class II Quota. All of them are senior professors, but not one of them has thought it fit to uphold academic autonomy and democratic values, by rejecting the government offer. With such a track record of commitment to democratic values, not much of a -fight against the undemocratic Ordinance is to be expected from the academic community.
