THE Indian people are justifiably having a feeling of utter revulsion, which is shared by other nations, over the mindless, brutal terrorism which appears, from various indications available so far, to be responsible for the plunging of the Air India liner with 329 persons on board in the Atlantic Ocean. Earlier, the setting up of booby traps in the form of the so-called transistor bombs in and around Delhi had also caused a similar wave of horror in this country and had prompted the Government of India to enact an extremely stringent and harsh law for the suppression of terrorism. Yet a different kind of endemic terrorism seems to be provoking very little reaction
