BY declaring to a Paris-based TV team his intention to call in foreign, obviously US, troops to contain any threatened sweep of the communist-led armed struggles, President Ferdinand Marcos of the Philippines hardly blurted out a closely-guarded secret. This statement only serves to reveal his sense of desperation over the growth of the militant challenge to his oppressive regime.
