the Prime Minister's attention to the false implication of innocent Sikhs in the transistor bombscase. The Union government has ordered a number of economic measures for Punjab: chiefly a Rs 200 crore coach factory to be set up in a couple of years and concessions/ incentives to industries in Amritsar district. While these are welcome, immediate political initiatives are more necessary to firmly root the current mood of moderation amongst the Sikhs. Some of the Sikh demands ought to be unilaterally conceded: mainly the release of all political detenus, withdrawal of the numerous Acts curbing civil liberties in the state and leniency towards the Sikh soldiers who deserted the army last June on hearing of the assault on the Golden Temple. This will create an environment conducive for initiating talks with the moderate leaders.
