ment has jumped from one aircraft to mother instead of planning for 10 to 20 years into the future and developing the requisite infrastructure to supply these weapon systems of the future. This is possible only through (a) government emphasis on self-reliance through concerted technological and organisation build-up, and (b) a kind of 'inner liberalisation' of the profession to permit larger participation and debate which would facilitate institution-building. Without such transformation there is no hope for aeronautics in India.
