The silt and water-logging problems are attributed to the flows in kharif. As the rainfall in the command is above SO" and is normally sufficient for a rainfed kharif crop, the best solution would be not to run the canal in kharif except as supplement when rain fails and provide irrigation in summer when the water is free of silt.
