be found in the frequent and widespread use of Hindu rituals at government functions and offices. This goes largely unquestioned and contributes directly to the increasing sense of insecurity among the minorities. The minorities are challenging the building of a Pan-Hindu culture and thus there is conflict with Christians in Kerala and Sikhs in Punjab. This in turn is helping to build the power of base of com- munalist leaders in different communities.
