The Report notes that such increases, especially in the smaller states, are bound to result in stagnation and thereby frustration among officers after some years. But in an era of the politics of manipulation, isn't this feeling of stagnation, of insecurity, essential? A parliamentary committee can surely not be blind to this need. But then committees have to perform their role. Hence "the Committees take a very serious view of this matter and strongly recommend that a high-powered Committee may be appointed to review and rationalise ..." (p 15). Have we heard this before?
