December 15, 1984 How do we get out of this difficult situation? Those who have to be elected cannot afford to displease those who vote them into power, for the sake of some larger interests which the voters do not perceive and which their opponents choose to ignore to gain political advantage. It would, therefore, be easy, but not very helpful, to say that the political system should be changed. Firstly, one cannot be sure that such a high price should be paid for a proper functioning of public enterprises. Secondly, as was pointed out at the MIT seminar, this need not necessarily bring about the desired improvement; the world is as full of non- democratic regimes which have not grown as of those which have. The solution therefore has to aim at improvement within the existing system.
