What is difficult to explain is that neither has the government seen it fit to explain its inaction nor has it been called upon to explain this inaction by the opposition in parliament or by observers outside. It almost smacks of a grand conspiracy all round to let the industry appropriate such vast sums without a brow being raised. Or is it a case of ignorance all around? It cannot be so, certainly not in the case of the government.
