The sub-group's claim that its demand estimates are based on a study of consumer preferences does not carry conviction. Not only has the durability factor (viscose fibre is weak) been highly exaggerated but the view that textile policy seeks to discourage increased use of viscose fibre is mistaken. It is difficult to resist the conclusion that certain interests have deliberately misled the sub-group with regard to interpretation of tex tile policy and the durability aspect of cellulosic fibres.
