Foodgrains Traders Sitting Pretty IN the midst of all the euphoria over the record production of foodgrains in the current kharif season, has the vital task of ensuring sufficient purchases by public agencies to keep the public foodgrain distribution system going been neglected? Early in November last, at the beginning of the kharil marketing season, Agriculture Minister Rao Birendra Singh had told journalists in New Delhi that the government ex- pected to purchase 8 million tonnes of rice for the Central pool in 1983-84. It now seems that this expectation will not be fulfilled. The best current estimate of likely procurement of rice on Central account is 7.8 million tonnes. Even this, it is claimed, will be a record compared to the highest figure of procurement of rice achieved in the past
