In the matter of afforestation policies, the index of values of a population denied access to all sources of fuel and energy is bound to be altogether different from that of a population enjoying a surfeit of availability of energy. Vary the nature of income und asset distribution, and the social rate of discount attachable to investment on renewable resources too will start gyrating, sometimes almost wildiy. The puil of distinct value systems is exemplified by the proliferation of the economics of environment in the capitalist countries of the West, while in the rest of the world the primary con- cern of the practitioners of economics continues to be the problems of growth and income distribution. Change your values, your economic premises and conclusions too change. There are few eternal truths in economics, and this also goes for the economics of resources.
