US-Israel Strategic Consensus Gulshan Dhanani THE US-Israel Strategic Consensus has finally been formalised and initiated during the Israeli Prime Minister, Yiltzak Shamir's visit to the United States at the end of November. In concrete terms, it means joint US-Israel m.litury panning and exercises, con- truction and stockpiling of US weapons and equipment for the Rapid Deployment Force on Israeli territory, conversion of much of the US loans to Israel into outright grants, permission to spend a good part of the US military assistance on the development of Israeli Lavi fighter-planes, setting up of a free trade area in Israel, resumption of supplies of the deadly cluster-bombs, etc. The agreement provides for a joint US-Israel Military panel which will look into each of these issues. The panel wih hold its first meeting in January, Soon after the agreement was signed, President Reagan told the press that it "will give priority attention to the threat posed to our mutual interests by increased Soviet involvement
