It is important at the same time not to let the notion of a 'national milk grid' and preoccupation with procurement and marketing obscure other aspects of dairy development. A 'national grid* suggests a wide spread of points of consumption and procurement, whereas in fact the major flow is still from rural areas to a relatively small number of cities with a concentration of purchasing power. The effort to continuously streamline marketing within this framework must necessarily lead to a product pattern
