More important, they have pointed out that, given their 5,000 km range, even Soviet missiles redeployed east of the Urals could hit Europe. In any case, there was little to stop the Soviet Union later moving these missiles back to Europe. Also, in the absence of agree ment on the size of the existing missile forces on both sides and on viable monitoring and verification arrangements, the Soviet proposals would in any case be difficult to enforce.
