NEW DELHI High and Low on Aid BM IT is in some ways quite remarkable that the experienced aid diplomats in the Finance Ministry should engage themselves in such a laboured and sutained effort to show that the results of the meeting of the Aid India Consortium this year in Paris have not been the widely-believed setback for India's persistent search for ever more foreign aid. The (Economic Affairs Secretary, M Narasimham, who led the Indian team to Paris, took, great pains on his return to explain that a 'marginal cut' in the total quantum of aid 'pledged' in dollar terms at Paris was not any real cut at all, and that in SDR terms it was almost the same as the 3.3 billion dollars of last year.
