Wrong Palliatives PRESS reports have been crowing over the export performance of the Santacruz Electronics Export Processing Zone (SEEPZ). Against a target of Rs 35 crore fixed for 1982- 83, actual exports from the zone is claimed to have amounted to Rs 54,37 crore, recording an increase of 80 per cent over the previous year's figure of Rs 29.62 crore. It may be re-called that when SEEPZ was set up in 1974, it was anticipated that exports from the zone would cross the level of Rs 50 crore within two to three years, whereas it has taken 10 years to reach that level Even the relatively tolerable performance last year is not proof that the problems facing units located in the zone have been finally overcome, paving the way for sustained growth in the coming years. A major factor responsible for the significant improvement in performance last year was the virtual boom in the computer market. It has been estimated that computer parts and components accounted for over 71 per cent of total exports from the zone during 1982- 83. Evidently, a few units manufacturing these items have done well, though even here the parts and components produced by the units in the zone are said to be technologically outdated at least by five years.
