Five-Year plans do so, the Union government, on its own, has now decided to implement a ten year programme of massive investments in Assam aggregating to at least Rs 10,000 crore at 1982-83 prices; the aim would be to spendro rously Rs l,000 crore each year on the state's development, on flood control and irrigation on expanding transport and communication systems, on mineral development and industrial expansion, on developing tourism and forestry, on encouraging employment- oriented trade and small-scale operations; for the next ten years, a great festival of creative activity would be on in Assam, the funds, in their entirety, would be put up by the Centre, and, even if some disappointments here and there on account of wastage and lack of experience are unavoidable, Assam would begin to hum; there would be, every day, new employment opportunities, production and productivity in all spheres would go up by leaps and bounds, social tension would begin to be drowned in an aura of fast growing contentment.
