February 27, 1982 UTTAR PRADESH People's Dissatisfaction at High Point K R Krishna Gandhi THE Bharat Bandh of January 19 called by the national campaign committee of trade unions and supported by the opposition parties provided an opportunity to observe the relative strengths of the ruling party and the combined opposition, The trial of strength at least in Uttar Pradesh seems to have gone in favour of the opposition. The story of the success of the bandh in Kanpur, by far the largest city in UP, and reports of similar successes from other parts of the state indicate, if not a definite swing of popular support to the opposition at least a widespread discontent of the people with the two-year rule of the Congress (I) both at the Centre and in the state.
