NEW DELHI Hosts Fail to inspire Confidence BM THE much-advertised initiative of India's Prime Minister for what was stylishly characterised as the 'New Delhi Consultations' among developing countries has not turned out to he as brilliant a success as was hoped for. The objective of the 'Consultations' was to promote collective self- reliance in the lace of the intransigence of the developed cuontries, especially the US, in regard to North- South negotiations for a New International Economic Order. In fact., the meeting of 44 developing countries in New Delhi resulted in accentuating the differences of outlook and approach among them and to that extent weakening Third World solidarity. A major part of the responsibility for this would appear to rest with New Delhi itself.
