in the UN Security Council proposed by Jordan (the only Arab member currently in the Council), which had condemned Israel's failure to rescind its decision to annex Golan Heights and had called upon member states to "consider" applying "concrete and effective measures" against Israel. This resolution was a considerably toned down version; all references to sanctions in an earlier version were omitted after it had failed to receive the support of Panama and Zaire, The resolution comes in the wake of the December 17 resolution by the Council which had unanimously condemned the Israeli annexation of Golan Heights and had warned it of "appropriate measures" if the annexation was not rescinded.
