Affairs, H K L Bhagat, had to reply only to a 'brief discussion' and was no doubt aware of the mood of the House when he assured MPs that gov- ernmet was aware that the Members of Parliament needed more facilities for 'functioning effectively'. So anxious were both the government and the Members of the Parliament for these facilities to enable 'effective functioning' of Parliament to be available the soonest that the minister was urged (and in turn willingly agreed) to send the Bill that very evening to the President for his consent (the House was due to adjourn sine die the following day to enable the Members to lend their dignified presence at Asiad) so that the Members of Parliament could avail of these facilities, presumably to, make their functioning as MPs during this session too more effective, retrospectively, as it were. The proposal Was apparently approved by acclamation
