September 25, 1982 Starving Workmen of Kumardhubi Engineering Case Study in Industrial Policy THE Kumardhubi Engineering Works in Dhanbad district of Bihar has been lying closed since July 1979; when one goes round the town and sees the number of unemployed workers and their families, in all 20,000 persons on the brink of starvation and hears of at least 67 starvation deaths, one begins to wonder if in today's India the only right the illiterate and abysmally poor unemployed have is the right to starve.
