unmaking ministers, or pushing them from one office to another, or back again, has become such a tired old game that it is surprising that it continues to receive any notice at all. That Indira Gandhi has to absent herself from office, and to spend a whole day playing ministerial noughts and crosses, is equally surprising, A certain titilla- tion is sought to be introduced by suggesting that Sanjay's men are back, whatever that might mean. Maybe, when a ruling 'elite' (inappropriate word these days!) has spent itself, this is inevitable. After all we know there is only minister: Indira Gandhi. The rest constitute the necessary democratic dressing. Its Grandma playing patience to amuse herself, and herself alone. Let's turn to the real developments.
