The Arab peace plan calls for Israel's withdrawal from all territories occupied in 1967 including the Arab sector of Jerusalem, dismantling of Jewish settlements set up after 1967, freedom of religious observance in Jerusalem's holy places, affirmation of the right of the Palestinian people to self-determination and the exercise of its inalienable national rights under the leadership of the PLO, placing of West Bank and Gaza Strip under UN mandate for an interim period not exceeding a few months, the creation of an independent Palestinian state with Jerusalem as its capital, with the UN Security Council's guarantee of peace for all states in the region, including the independent Palestinian state. The Fez Summit has modified the Fahd proposals by spelling out clearly the status of the PLO and Palestinian right to self- determination and by proposing the Security Council as the UN body for guaranteeing peace in the region and observance of the agreement.
