BIHAR-Growing Agricultural Labourers Movement

August 14, 1982 A CENTRAL team headed by the Secretary of the Planning Commission is reported to have visited Bihar in May-June to study the situation with regard to the 'Naxalite' movement in the state. The team submitted a secret report pin-pointing the failure to implement the land reforme laws and to assure minimum wages to agricultural labour as key factors responsible for the growth of the Naxalite movement in the state. It called for the speeding up of development measures in order to counter the Naxalite movement.
