No serious protest movement was organised against even the series of lockouts declared by the owners. This emboldened the employers to launch one offensive alter another. It has been the policy of CTTU not to encourage class struggle even in the private secor in West Bengal since the Left Front came to power in 1977. This is causing harm to the working class movement. On the one hand, it has emboldened employers to mount an oftensive; on the other, it has helped anti-Left forces to disrupt the united movement of workers.
