THE governments general optimism on the growth and price front has til! recently been tempered by a concern for the balance of payments situation. There are however indications that even the balance of payment, pessimism is ebbing. Pranab Mukherjee, while inaugurating the Exim Bank in early April, suggested that the disturbing export trend during effectively reversed with the export
