Massive Ineptitude Romesh Thapar WHILE we are exihibiting all our confusions and inefficiencies over the business of preparing economic surveys and budgets, the whole exercise entitled 'A South-South Consulation' has been reduced to a farce. Too much incoherent blah from our disorganised Foreign Office, together with the amateurist 'leadership' of G Parthasarathy who really is incapable of seeing his way through any kind of complexity, made the participants wonder why they were wasting their time in Delhi, Surely, they were not anxious to set up another secretariat to be staffed by the fatted pigeons of the so-called international civil service
