Ordinance No Cure THE quashing by the Supreme Court on January 23, 1981. of certain provisions of the Kerala Essential Articles Control (Temporary Powers) Act. 1961, has made the operation of the monopoly procurement scheme for raw cashew difficult at a time when the new crop is about to flow into the market. By this Ad, the Kerala government had stopped all movement of raw cashew from the state to the neighbouring states, and the state government has been procuring raw cashew through the Kerala State Co- operative Marketing Federation (KSCMF) during the past three years. The implications of the Supreme Court, decision making for free movement of cashew out of the state for the working of the cashew processing units are such that the government cannot give up too easily. Accordingly, the state government has come up with a fresh ordinance for continuing the monopoly procurement scheme more effectively.
