Even the CPI(M), apparently closest to the Congress(I) in its view of the Assam problem, would be hard put to identify itself too closely with the Centre in the coming talks. Moreover, there is still no viable framework lor negotiations. The BJP formula is plainly unworkable and it is a moot point whether even the Centre's forinula which proposes 1971 as the 'cutoff year
