The truth, of course, is quite dif- ftretit. An pen, debate on the condi- tions, very much like the free and creative exchanges which characterised the discussions which took place when Britain and Italy were being 'salvaged' by the IMF, would have helped to re-texture Indian self-reliance (which is so vital to our future planned development) and highlighted the imperatives of proper management, maintenance and productivity without which all the loans in the world cannot save India. The educative value of an open debate, and the resulting heightened economic consciousness about these matters, was aborted.
