Allies under Pressure A REMARK made by the US President to press executives on October 16 in response to a query whether a nuclear war could be restricted to West Europe caused a furore all over West Europe. The idea of a limited nuclear war is not a new development and the US President had merely repeated what was already well known. But it is a reflection of the times that so little is needed to start a controversy between the US and its NATO allies.
