this qestion of the possible violation of constitutional safeguards in kafea- land while the sanction for such exploration had been made by a non- Congress state government years ago. All this shows that in the ensuing intensification of the tensions between the states and the Centre, the mere formal fact of a state -government being administered by a party which also rules at the Centre is no guarantee of either unfair settlements being imposed upon a state by the Centre or, even when there has been no such unfair treatment, the state government not choosing to feel so aggrieved and making common cause with other states, including those under the control of an 'opposition' party. This is the logic of the relentless centralising tendencies of Delhi; and since Delhi knows only one way by which it thinks it can meet these so-called 'centrifugal' tendencies, that is, by opting for more authoritarian centralising measures, this tendency is bound to gather strength. The antagonisms as well as the alliances among the states, is well as between them and the Centre, are thus getting more and more flexible and fluid.
