THE decision to ban strikes, coming after the national security activity, is another pointer to the failures of political and industrial management. Admittedly, the general satisfaction with which the announcement has been received in non-workingclass circles also suggests that the public is sick and tired or strike actions by sections which shirk work and only talk about rights, and not responsibilities. No single authority is to blame lor the situation that prevails. All are guilty.
