is the revenue argument. Haldia by its nature will be earning profit while Calcutta in all probability has to live with bosses. The two together will however be viable. Calcutta could become a chronic loser it it is denied the Haldia crutch and that would be disastrous for not only the city of Calcutta, but for West Bengal and for the sprawling hinterland it has been serving for all these decades.
