FRANCE-The New Regime and Third World

 FRANCOIS MlTTERAND's instateinent as the Socialist President of France, the appointment of a former Ambassador to Indonesia, Claude Cheysson, reputed for his concern for the third world, as Foreign Minister and of the former Guevarist, Regis Debray, as Counsellor to the President on Latin America, and the prospective victory of the French Left in the ensuing Parliamentary elections are bound to raise expectations of a new deal in some quarters of the third world. The not so optimistic would, of course, recall, that the Socialist Mit- terand did not come out in the best of colours during the Algerian crisis when lie was minister in charge of Colonial Affairs. These hopes and fears reflect well what may eventually happen; hopes to be raised only to be dashed.
