with their large foreign exchange surpluses and growing demands for industrial goods, technology and services, are vital to Indian industry which has been stagnating because of the perennial problem of finding markets for its products (which the constrained domestic market cannot absorb) and capital for further investments at home. Besides, being an oil importing country, India needs to have close and friendly relations with these countries. Strategically too, as the Prime Minister herself noted, countries in the lower Gulf are "extremely important from the world point of view". Besides the stability of West Asia and South Asia were "closely interlinked".
