The teachers in these schools are all white and the pupils too are in the main white, with the symbolic presence of a few black children. Government's moves to take over the schools have raised the cry that this would be a violation of the Bill of Rights which was accepted as part of the Lancaster House agreement. A compromise is yet to be worked out.
