Uneasy Coexistence The annual budgets of the government are a major instrument for implementing the policies and achieving the goals enunciated in the five-year plans. The Budget for 1981-82 Should particularly be judged in the context of the Sixth Plan since the Plan had been given its final shape on the eve of the presentation of the Budget.
